J --- LOADING FACILITIES Ir Schottegat and forming par of Refineria Isla's installatiors, the refinery has ten jetties cha can receive tankers of up to 80,300 tons. At those jetties it is possible to receive and dispach crude and oil products as well as sulphur, acid, caustic scda and other products, flefireria Isla also operates the deep water terminals at Bullenbcai and Caracasbaai. The Bullenbaai terminal is loccted at some 15 kilometers wïst of the refinery and is the lagest transshipment and crude bending facility in the Caribbson. One of its characteristics is its depth of more than 35 rreters only 50 meters off shore, uhich combined with the fact hat it is sheltered from wind end waves, makes it one of the uorld's securest terminals. Bullenbaai has storage facilities for 17.500.000 barrels of crudes and products, heated storages tanks for heavy crudes up to one million barrels), six deep water jetties — two of which can receive supertankers of up to 550,000 tons—computer controlled facilities forblendmg different types of crudes, Pipeline connections with the refinery. Ship to ship transfers ore possible at Bullenbaai, irrespective of the size of the ships concerned, which allows the loading or unloading of UlCC's (Ultra Large Crude Carriers) and VICC's (Very Large Crude Carriers). The terminal also provides tugboat and pilot services, drinking water, bunkers, ballast tanks and a laboratory for quality control. The Caracasbaai terminal was constructed originally for loading tankers which, because of their size, could not enter Schottegat, and later developed into a loading port for heavy fuel. Caracasbaai is linked to the refinery by two pipelines of 14 kilometers length. It also has facilities for blending fuel to the specifications required by each ship. --- PERSONNEL The main resource of Refinerla Isla is its personnel and its management dedicates a good part of its efforts to its development, technical upgrading and welfare. Top management has the valuable support of its supervisory personnel, who at every level of the organization, are an integral part and representatives of the top management of the company. Those who join the Venezuelan oil industry, either in Venezuela or abroad, do so to pursue a career of continuous development in accordance luith their capacity, formation, disposition and performance, as this is PDVSfl's traditional policy. In Curasao the recruitment policy give preference to flnti- Hean personnel and non flntilleans are employed only when local qualified people are not available to fill the required positions. In Refineria Isla efforts are "lode to train personnel and develop them to their ultimate potential, in accordance with their performance. Only a continuous training process con assure the continuity, efficiency ond security of the operations. The training school constitutes an important part of the training facilities. It was reopened in September, 1986. At the school, technicians and operators are trained for possible future employment at the refinery. Upgrading courses are also given in order to maintain the level of knowledge of the personnel up to date. The continuous training program includes visits and training assignments ta other PDVSA's subsidiaries, which contribute to a valuable interchange of experience and technology. Another i mportant part of personnel servi ces is the company's integrated medical services to which the refinery's personnel and their eligible family members are entitled. Aware of importance of good labour relations, Refineria Isla maintains collective labour agreements with the Petroleum Workers Federation of Curacao. The regular contacts between union leaders and management is an integral part of a sound industrial relations policy based on the maturity of the union leaders and the many years of experience and labour peace in the Venezuelan oil industry. --- MAINTENANCE In order to preserve the installations in the best operating condition possible, in line with the policies of Petróleos de Venezuela S.fl., continuous maintenance programmes are carried out in the refinery. These include periodical programmed shutdowns of plants and installations, and maintenance of oil units and storage tanks. Taking into account the age of the refinery, and the saliferous environment, maintenance is an incessant challenge. Maintenance is carried out with Isla's own personnel and local contractors. UUhen specialized personnel is not available locally or in the Venezuelan Oil and Petrochemical Industry, highly qualified foreign companies are contracted. --- ENVIRONMENT PROTECTION AND INDUSTRIAL SAFETY In line with the strict standards established by Petróleos de Venezuela S.fl., a strong effort is made to keep environmental risks within acceptable limits. Special attention is paid to the control of contaminated material that might go into the Schottegat Bay, which surrounds the refinery. The seawater that is used to cool the installations, passes through various oil catchers and cooling water basins before it flows back to the Schottegat. By doing this, it is assured that the Schottegat is not contaminated either by hydrocarbons or by a rise in temperature. The inevitable smoke produced by the burning of heavy products, is dispersed by tall stacks, thereby limiting pollution as much as possible. Also, constant attention is paid to on efficient functioning of all means and methods designed to minimize air pollution. To minimize risks of accidents continuous motivation and training programmes are carried out. For fire fighting the refinery is equipped with sophisticated fixed and movable systems as well as with qualified fire- fighting personnel. Here again, continuous training of personnel is the key for safe operations. --- PDVSA AND ITS SUBSIDIARIES Petróleos de Venezuela S.A. is an integrated oil company, wholly owned by the Republic of Venezuela, whose Ministry of €nergy and Mines sets its policies and guidelines. PDVSfI has been constituted as a commercial corporation, whose structure, financial control, management style, personnel recruitment and development methods are similar to chose of most of the other major private international oil companies in the western hemisphere. Petróleos de Venezuela S.A. was incorporated on October 30th, 1975, and on the first of January 1976, after having acquired their assets, took possession of all the privately owned oil companies operating in Venezuela. During the following years, a process of rationalization brought the fourteen original companies down to three large vertically integrated operating companies, which carry out operations in the field of exploration, production, transport, refining and marketing of hydrocarbons. These companies are Corpoven, Lagoven and Maraven. Other PDVSA subsidiaries are the petrochemical company Pequiven; Refineria Isla (Curaoo) S.fl.; Bariven, which is in charge of international procurement of materials for the entire industry; Intevep, Development and Research Centre; Carbozulia, in charge of coalmine production; Interven, which represents Petróleos de Venezuela S.fl. before the international companies in which PDVSA is a shareholder, such as Ruhr Oei in Germany, Nynas in Sweden, and Citgo in the United States. PDVSA employs some 44,000 people, considered to be, on an international level, one of the most efficient work forces. In 1986 the proven reserves of Venezuelan oil reached 29.3 billion barrels, the probable reserves are 32 billion borrels, and proven natural gas reserves are 59 trillion cubic feet. These figures do not include 1.2 trillion borrels of extra heavy crude "in situ" in the Orinoco Oil Belt, of which some 200 billion barrels can be recovered by conventional methods. Furthermore Venezuela's continental platform has vast proven and .potential reserves of natural gas. Consistent with its traditional policy, Petróleos de Venezuela S.A. through its subsidiary Refineria Isla (Curazao) S.fl. identifies itself with the community of Curacao and is an active member of the community in accordance with its possibilities and existing norms. The operations of the refinery in Curacao and the constitution of its subsidiary Refineria Isla (Curazao) S.fl., is a great challenge and an experience to Petróleos de Venezuela S.fl., which it faces with optimism.
